and what is the
responsibility of Caradon District Council and the County
Council?

TOWN HALL
The Town Hall complex comprises; the Town Hall, Council
Chamber; Committee Room; Kitchen; Bar; Lounge Area; Cloakroom;
Clerk's Office; Conveniences and the Foyer with information stands.
All sections, other than the Clerks Office are available for
hire. |

PANNIER MARKET
The whole of the Pannier Market including the access road is
Town Council property. The units in the Pannier Market are leased
out to businesses and the income from this helps to subsidise the
rates. In this picture the grey roofline of the market can be seen.
There is free short term parking in the market for patrons of the
units. Current tenants include, Oxfam, Ong Restaurant, Wise Buys,
Caradon Support Units, Barbers Shop, Kittows saleroom and a cafe
currently for sale. |

SALTASH ROAD RECREATION PARK
The field is hired out for occasional events, both charitable
and commercial, booking forms and fees are obtainable from the Town
Clerk's Office. There are children's play areas and two
skateboarding areas which include some recently installed
equipment. |

LAUNCESTON ROAD RECREATION PARK
This park which is surrounded by mature trees stretches from
Launceston Road to South Hill Road. There is a children's play area
at the top end and a football pitch that is regularly used for
games. |

TAMAR CLOSE RECREATION AREA
This small play area, contains a multi play unit, swings, a
roundabout and a picnic table. It is at the end of Tamar Close off
Guipavas Way. |

LAMORNA RECREATION AREA
Situated off Rosemullion Gardens, this
small play area is currently being regenerated and new equipment
will be installed subject to grant funding applications. |

TOWN CEMETERY
The Town Cemetery in Liskeard Road was opened in 1874 and the
Town Council retains all the registers. Originally residents were
either buried in the consecrated section if Church of England or the
unconsecrated section if Non Conformist. Today there is no such
division. The cemetery is a peaceful place with superb views over
the town, towards Kit Hill and also Caradon Hill. |

OTHER CEMETERIES
As well as maintaining the town cemetery the Council also
cuts the grass in the Plymouth Brethren Cemetery [right] and all the
level grass around St Mary's church. The Council performs memorial
safety audits in the Town Cemetery and the Plymouth Brethren
Cemetery. |

PUBLIC CONVENIENCES
The Public Conveniences in New Road, although owned by
Caradon District Council are maintained and cleaned by the Town
Council. Unfortunately due to vandalism they are locked in the
evening and re-opened in the morning. There is a convenience for the
disabled and baby changing facilities. |

ALLOTMENTS
The Town Council manage two areas of allotments, one in Haye
Road which belongs to the Town Council and one in South Hill Road
which belongs to the Trustees for the Labouring Poor. A waiting list
is maintained, but there is a reasonable turn-over of tenants and
applicants usually do not have to wait too long. |

SALTASH ROAD CAR PARK
The Town Council own the free car park on Saltash Road. This
is only a couple of minutes walk through the park to the town centre
and is available for anyone to use [limitations on large vehicles].

PUBLIC RIGHTS OF WAY
There are 15 Public Rights of Way in the parish. Horses may
only be ridden on the two bridleways in the parish. Responsibility
for maintaining the ROW is the landowners and the County Council.
The Town Council has an agency agreement with the County Council and
clears tracks and paths where the ownership is not clear.

WAYSIDE SEATS
There are 35
wayside seats about the parish. Nearly all of these seats have been
made and are maintained by the Town Council staff.

BUS SHELTERS
The Town Council is responsible for three bus shelters, one
at Kelly Bray [right], one at Saltash Road, and the one in New
Road. |

CALLINGTON NEWS
The Callington News is printed
and distributed by the Town Council. It is edited by the Town Clerk. In response to requests in the Town Plan the News
has recently doubled in size and to pay for this and to assist local
businesses we now include some advertisements. All copy may be
handed in at the Town Clerk's office and we handle all the
advertising. Copy date is around the middle of each month and Mrs
Hilary Jakeman distributes it at the end of each month. The
December/January issue is usually merged. |

FLOWER BEDS
The flower beds around the town are planted and maintained by
the Town Council but plants are paid for by the sponsors mentioned
on adjoining signs. The Council grow and provide plants many of the
plants around the town such as; the war
memorial, town hall, Well Street, Saltash Road Car Park, Lamposts,
Fore Street, St Mary's Close and several other sites. |

PROMOTION OF THE TOWN
Whenever finances allow, or when we get
grant funding the Town Council publishes leaflets to promote the
town. We have the Mural leaflet and a walks leaflet, other walks
leaflets are being planned. Our free Resident's Handbook has many
useful contact numbers, lists of groups and societies, a map of the
town and a list of local businesses. |

TOWN CLERK'S OFFICE
The Office is situated within tthe main
entrance foyer of the Town Hall and is open from 0900-1400hrs Monday
to Friday. The Town Clerk administers everything listed above and
deals with numerous items of correspondence, consultation documents
and accounts of the town.

The District Council are responsible for:
Refuse collections, street cleaning, dog-fouling, pest
control, fly-tipping, recycling, abandoned cars, housing, planning &
local planning policies, building regulations, tree conservation, tourism,
beach safety, food safety & hygiene, noise disturbance, some
licencing, most car parks, electoral register, street name plates,
lighting of pedestrian areas, some grasscutting of verges, collection of
rates, etc

Highways & transportation, roadside signage, schools
