There is a certain amount of guesswork in using the housing register run by CDC, this details those people who have expressed an interest in being housed in Caradon. It tends only to be used by those looking for rented accommodation not first time buyers. It only covers current need and does not project the future. It can never be 100% up to date. Applications are updated every other year. Initially you cannot tell whether the applicant has a local connection, this is not verified until the person applies for a property, so some on register will never be eligible. It is possible to isolate the numbers currently living in Callington which stands at 182. The other information is the housing needs register done every 5 years, which is part questionnaire and part computer projection. In 2006 this showed Callington needing 490 affordable homes. Allocations. A sheet showing housing stock was distributed. Questions. Are the residency conditions of S106’s ever enforced? Yes they are, vacancies are offered in the parish for 3 months, then to neighbouring parishes for 3 months and then further afield. It is now put on the title register property cannot be transferred without prior approval of CDC Q2. What is the postal location of people on the housing list? All 182 are from PL17 7 Q3. Why is the application form geared to positive answers, what percentage reduction is made to allow for the ‘tick box/yes I want’ syndrome? Forms are designed by the Homefinder group of councils. Q4. What is the figure for an affordable house? Small 1 bed flat £58,000 large 1 bed flat £70,000, 2 bedroom house £87,000, 3 bedroom house £127,000 Cllr Long asked about how the infrastructure affects the choice of sites. The Health Centre and the Community College being at maximum capacity. Mr Lunn did not think that the infrastructure was a primary concern, these issues are addressed as part of the planning process. Education and Highway authorities are consultees. The Education authority waives planning gain for affordable housing. Questions where asked about the failure to provide first homes for those wanting to get on the housing ladder. It was felt that the figures provided were useful but that they do not fit in with the low wage economy in Callington and do not assist the first time buyers. Mr Lunn offered to attend another meeting to look at potential sites for affordable housing in the parish.

Minutes The minutes of the meeting of 22nd January 2008 were approved as a correct record of proceedings and duly signed. 3. Planning Applications Declarations of interest. Cllr Long declared that as a District Councillor his opinions as expressed at District may vary from opinions expressed in this meeting due to further information and/or wider considerations. Cllr Nettle declared a personal interest in 3e. Cllr Winfindale declared a prejudicial interest in item 3b and left the meeting for this item. a) 08/00050/FUL, Brendon, Pengelly, (Revised plans) construction of bungalow with external works, Ark Property Developments. 19.15hrs. The meeting was suspended for three minutes whilst a member of the public made comments on the application. Resolved. It was proposed by Cllr Winfindale, seconded by Cllr Gist and agreed by the majority [1 abstention] that the application be recommended for refusal as it constitutes an over-development. The application shows a larger dwelling that was indicated on the outline application which is out of keeping with the area, adversely affecting the neighbouring properties. The drainage system is already overloaded and is private and no development should proceed without a solution to this issue. The development is detrimental to the open plan layout of the surrounding properties, especially with the introduction of parking areas at the front of Brendon. There are also serious concerns over the inadequacy of the access and the parking allowance, such matters are already causing friction and a planning approval would exacerbate this situation. b) 08/00051/REM, Hillcrest, 206 Launceston Road, Reserved matters application for the construction of three dwellings with integral garages (details following outline application 04/00581/OUT dated 14.3.05), Williams. Resolved. It was proposed by Cllr Gist, seconded by Cllr Lumley and agreed by the majority [1 abstention] that the application be recommended for deferral, Concern is expressed that 9, 10, 11 Parsons Green may have privacy issues and full consultation is needed on this. County Highways need to be consulted over the access as the property which is on the crest of a hill [as the name indicates] and at the start of a 30mph limit on a fast piece of trunk road. Would Caradon also note that there was an incidence of mining subsidence nearby at 12 Parsons Green and a full mining survey is needed. c) 08/00052/FUL, 16 Beech Road, replacement and enlargement of existing conservatory and construction of extension to existing garage to provide additional living accommodation. Howes. Resolved. It was proposed by Cllr Gist, seconded by Cllr Green and agreed by the majority [1 abstention] that the application be recommended for approval subject to consultation with neighbours. d) 07/01787/FUL, 119 Launceston Road, Kelly Bray, construction of conservatory to rear of dwelling, Osbourne. Resolved. It was proposed by Cllr Nettle, seconded by Cllr A Coakley and agreed by the majority [1 abstention] that the application be recommended for approval subject to consultation with neighbours. e) 08/00020/FUL, 89 Liskeard Road, construction of dwelling integral garage, demolition of existing dwelling, Murray. Resolved. It was proposed by Cllr Green , seconded by Cllr A Coakley and agreed by the majority [1 abstention] that the application be recommended for approval subject to consultation with neighbours.

Cllr Green commented on the access to the planning application behind 26 Fore Street. There being no further business the meeting was declared closed at 7.46.pm.
