Prior to the meeting the Council met with Mr Christopher Lunn, Caradon Affordable Housing Officer. The Council stressed that due to the overstretched services the town was at capacity for new housing.

2.       Minutes

            The minutes of the meeting of the 18th March were approved and duly signed as a correct record of proceedings with the following amendments:-

Cllr Long requested that on the Minutes of the Planning Meeting 4th March (page 27 item c), Cllr Gold was out of the room for this proposal and therefore could not have been a seconder. He proposed that the minutes be amended which was seconded by Cllr Green.

 

3.       Planning Applications

            Declarations of interest. Cllr Long and Cllr Thomas declared that as District Councillors their opinions stated at this meeting might vary later due to wider considerations and additional information. Cllr Long abstained from voting on any item. Cllr A Coakley declared a personal interest in item d; Cllr Jones declared a personal interest in item b, Cllr Thomas declared a personal interest in item d. Cllr Winfindale declared a prejudicial interest in item a and left the room for the vote.

 

          a) 08/00310/REM Hillcrest 206 Launceston Road. Reserved matters application for the construction of three dwellings [details follow outline application 04/00581/OUT dated 14.03.05], Williams.

            Resolved. It was proposed by Cllr Gist seconded by Cllr Gold and agreed by the majority that the application be recommended for refusal as none of the points we had raised earlier had been adequately addressed.

There is still concern that 9, 10, 11 Parsons Green have privacy issues. County Highways need to be consulted over the access as the property which is on the crest of a hill and at the start of a 30mph limit ,is on a fast piece of trunk road. Would Caradon also note that there was an incidence of mining subsidence nearby at 12 Parsons Green and a full mining survey is needed, this has not been included with the resubmitted application. 

b) 08/00274/FUL Orchid Plastics, The Lime Store, Florence Road Industrial Estate. Construction of industrial unit, Orchid Plastics.

            Resolved. It was proposed by Cllr Gist, seconded by Cllr Green and unanimously that the application be recommended for approval subject to a full mining survey being conducted due to the close proximity of past mining activity. [Map enclosed]

 

          c) 08/00286/FUL 43 Westover Road

            Resolved. It was proposed by Cllr Winfindale seconded by Cllr A Coakley and agreed by the majority that the application be recommended for approval subject to consultation with neighbours.

 

            d) 07/01750/FUL Rear of 20 Saltash Road, demolition of existing workshop and construction of two flats [revised plans], Eaton.

            Resolved. It was proposed by Cllr Gist seconded by Cllr Green and agreed by the majority that the application be recommended for approval subject to consultation with neighbours.

Resolved. It was proposed by Cllr Winfindale, seconded by Cllr Gold and agreed by the majority [one abstention] that the application be recommended for subject to consultation with neighbours.

b)  08/00342/FUL 101 Broadmead, construction of conservatory.  Wilkinson.

Resolved. It was proposed by Cllr Winfindale, seconded by Cllr Gist and agreed by the majority [one abstention] that the application be recommended for approval   subject to consultation with neighbours.

c) 08/00050/FUL, Brendon Pengelly, construction of Bungalow with external works, Ark Property Developments. Taken as first item

Meeting adjourned for a few minutes for a representative of the public to make representations.

Resolved. It was proposed by Cllr Gist, seconded by Cllr Winfindale and agreed by the majority [1 abstention] that the application be recommended for refusal as it constitutes an over-development. The application shows a larger dwelling than was indicated on the outline application. It is out of keeping with the area, and is adversely affecting the neighbouring properties, being closer than Caradon’s own recommendations. The drainage system is already overloaded and is private and no development should proceed without a solution to this issue. The development is detrimental to the open plan layout of the surrounding properties, especially with the introduction of parking areas at the front of Brendon. There are also serious concerns over the inadequacy of the access and the parking allowance, such matters are already causing friction and a planning approval would exacerbate this situation. The new location is even closer to properties on Tavistock Road increasing the detrimental affects to neighbouring dwellings. Also the movement of the footprint decreases the parking even further.

d) 08/00116/FUL, 111 Launceston Road Kelly Bray, construction of conservatory and garage, Cottingham.

Resolved. It was proposed by Cllr Gist, seconded by Cllr Gold and agreed by the majority [one abstention] that the council have no objection in principle but would like the planning officer to assure himself that the forward siting of the garage will not be detrimental to the streetscape.

e) 08/00252/LBC, Lynvale New Bridge, LBC for the reinstatement of board and batten shutters to three ground level windows on south elevation, Bos.

Resolved. It was proposed by Cllr Gist, seconded by Cllr Lumley and agreed by the majority [one abstention] that the application be recommended for approval.

f)  08/00375/FUL  6 Trasdeves Orchard, the erection of a white PVCu conservatory to the rear of the property.  Briggs.

Resolved. It was proposed by Cllr Gist, seconded by Cllr Lumley and agreed by the majority [one abstention] that the application be recommended for subject to detailed consultation with neighbours especially those at No. 5 as the proposal will be built immediately adjacent to the their boundary.

g)  08/00419/FUL, 32 Tavistock Road, revised proposal to extend domestic garage (07/01792/FUL refers).  Watson

Resolved. It was proposed by Cllr Green, seconded by Cllr and agreed by the majority [one abstention] that the application be recommended for approval subject to consultation with neighbours especially those to the rear
