2.         Minutes

              The minutes of the meeting of 6th January 2009 were approved as a correct record of proceedings and duly signed.

 

3.         Planning Applications

              Declarations of interest. Cllr A Long declared that as a District Councillors his opinions expressed at District may vary from those expressed in this meeting due to wider considerations and further information. He abstained from voting on all items.  Cllr Gold declared a prejudicial interest in item 3d due to her employment and left the room when the decision was made. All Councillors declared a personal interest in item 3e in that the Council manages an adjacent property. Cllr H Jones personal in 3e. Cllr A Coakley declared a prejudicial interest in 3d due to partners employment, Cllr Long declared a personal interest in 3c in that he had been in discussions with the applicants but neither took part in the discussion or voted.

a)  08/01923/FUL, Land at Pengelly Farm, Tavistock Road, Proposed Class A1 retail foodstore and petrol filling station together with associated servicing, parking area and landscaping, Tesco.

There was discussion on this application before a resolution was put forward.

Resolved. It was proposed by Cllr Gist, seconded by Councillor Coakely and approved by the majority [1 abstention] that the application be recommended for approval subject to the applicant entering into a Section 106 agreement negotiated to alleviate traffic and pedestrian concerns in town centre.  With also request that all Cornish hedges surrounding the site be built before the construction work commences to alleviate noise pollution and disruption during this period.

b) 08/01788/FUL, Endalyk, Zaggy Lane, Construction of single storey extension and garage on south elevation and conservatory on north elevation, Pridham .(Revised plans).

Resolved. It was proposed by Cllr Gist, seconded by Cllr Green and agreed by the majority [1 abstention] that the application be recommended for approval subject to consultation with neighbours  especially those at The Rowans.

c)  08/01773/FUL, Land rear of Harrowdene, Coronation Road, Construction of dwelling and alteration to access, Rider  (Revised plans).

Resolved. It was proposed by Cllr Winfindale, seconded by Councillor Gist and agreed by the majority that the application be recommended for approval as long as the planning officer and county highways considers the access is suitable for purpose.

d)  08/02110/FUL, Callington Community College, Continuation of siting of two Eliot buildings, Callington Community College, Cheryl Stansbury.

Resolved. It was proposed by Cllr Gist, seconded by Councillor Green and agreed by the majority that the application be recommended for approval subject to a five year renewal clause.

e)  08/02126, 8 New Road, First Floor extension and enlargement of existing office/workshop, Distin.

Resolved. It was proposed by Cllr Gist, seconded by Councillor Green and agreed by the majority that the application be recommended for approval.

 

4.         Decisions

a)  08/00900/Ful, Little Green, Liskeard Road, construction of detached double garage, Gillett.  REFUSED on 21st November 2008 with 1 reason.

b)  08/01341/FUL, Toad Hall, Haye Road, Callington, retention of single bedsit unit, Frier.  APPROVED on 21st November 2008

c)  08/01342/LBC, Toad Hall, Haye Road, Callington.  Listed Building consent for the retention of single bed sit unit., Frier.  APPROVED 21st November 2008 with 1 Condition.

d)  08/1268/FUL, 5 Manhattan Court Kelly Bray, construction of conservatory on west elevation of dwelling, Waite.  APPROVED on 28th November 2008 with 2 conditions.

e)  08/01326/FUL, 32 Werrington Drive. Retention of siting of shed with landscaping to garden, incorporating decking, patio area and seating, Turner APPROVED on 2nd December 2008.

f)  07/08/08, 08/01097/OUT, Land rear of Mustard Seed Chapel, Church Street, Outline application for the construction of one dwelling, Deacon.  REFUSED on 12th December 2008 with 1 reason

g)  08/01282/FUL, Stable at Castlewich Farm, Saltash Road. Construction of stable, Richards.  APPROVED on 11th December 2008 with 4 conditions.

h)  08/1900/TPO, 25 Launceston Road, Consent for crown lifting of 1.5m and crown reduction on south elevation by 1.5, on two Beech Trees subject to Tree Preservation Order, Palmer.  CONSENT given on 23rd December 2008 with 2 conditions.

i)  08/01737/FUL, Orchid Plastics, The Lime Store, Florence Road Industrial Estate, construction of industrial unit, Orchid Plastics. APPROVED on 5th January 2009 with 13 conditions.

j)  08/01408/CCC, Westward Laboratories, Granite Way, Application for Cornwall County Council for the construction of single storey children's nursery building including provision of drop off area, parking area and associated landscaping, Solway.  APPROVED on 19th December 2008 with 4 conditions.

k)  08/01191/FUL, 15 Broadmead.  Extension to bungalow, [split level] to provide bedroom and ensuite bathroom with games room under, Coldman.  APPROVED on 4th December with 4 conditions.

l)  08/01455, Grazu, Stoke Kelly Road, Kelly Bray.  Construction of conservatory to side dwelling (demolition of existing shed), Hubbard.  APPROVED on 9th December 2008 with 2 conditions.

 

5.         Reports & Information

            a) Expressions of interest for CDC Enforcement Training Session as circulated letter. Nobody able to attend.

b) Attendance at One Cornwall Planning Meeting at Pensilva on 26th January. Cllr long said there would be a new planning committee to cover Caradon & North Cornwall during the interim period, this would comprise the  chair & vice chairman of CDC & NC, 2 county councillors and officers. Being another day time event our Councillors would not be able to attend.

c) First Step Homes, A communication to sent stating that we could not make a comment on an application before it was registered but if they wanted to make a presentation to the Council they could be accommodated.
