The minutes of the meeting of 20th January were approved as a correct record of the meeting and were duly signed by the Chair.

Declarations of interest
Cllr Long and Cllr Thomas declared that as District Councillors their opinions expressed at parish level may vary from those expressed at district level due to further information and wider considerations. Cllr Long abstained from voting on all items. Cllr Gist declared a prejudicial interest in 3a and left the meeting for the decision on this item and also a personal interest in 3e. Cllr Winfindale declared a personal interest in 3e.

Resolved. It was proposed by Cllr Green, seconded by Cllr Gold and approved by the majority [1 abstention & 1 absence] that the application be recommended for approval subject to consultation with neighbours and the highway department satisfying themselves to the safety of the ingress and egress.

Resolved. It was proposed by Cllr Gist, seconded by Cllr Green and approved by the majority [1 abstention] that the Council reply that they had no factual knowledge relating to this application.

Resolved. It was proposed by Cllr Gist, seconded by Cllr Thomas and approved by the majority [1 abstention], that the application be recommended for approval subject to the environmental agency being satisfied that the site is suitable for such a development.

Resolved. It was proposed by Cllr Gist, seconded by Cllr Thomas and approved by the majority [1 abstention] that there be no objection to the retention of the windows subject to the conservation officer being satisfied that the design was in keeping with the vernacular architecture.

5. Reports & Information
Cllr Long commented on the new geographical area NC/CDC planning committee that would come into force on a temporary basis from 1st April. This would consist of 14 Councillors which should reflect the political make up of the County Council. This would mean that the seven CDC Councillors would be 4 Lib. Dems, 2 Conservatives and 1 independent.
Tesco Application. Further information was forward and had been circulated due to the possibility that the officer responsible for this application may possibly recommend refusal.
It was agreed that a letter be sent to the CDC Head of Planning Sue Waters asking her to deal with the application a.s.a.p. The continued delay after the extensive surveys and consultations were causing a lot of unnecessary speculation in the population which was not conducive to a strong and vibrant community who needed to move forward. Copy to Mr B Davies.
Response to M Lowe. Councillors had studied the report at length and they do not consider the alternative sites are viable. It is hoped that by attending the meeting with Cllr Thomas to assess the various sites it would reaffirm the opinion of the vast majority of the people of Callington that the current proposed site was in the best interests of the town. Also the Section 106 spin-off was vital to the safety of the town centre, especially pedestrian safety.

Resolved. It was proposed by Cllr Gist, seconded by Cllr Jones that the application be recommended for refusal. Whilst we have no objections in principle to social housing on the site the development as presented forms an overdevelopment. There are inadequate parking places for a development that is not situated in a town and has no immediate public transport. We have concern about the lack of compliance with Policy HO13 which refers to adequate facilities in the development and that there are insufficient health and educational facilities (PPS1 andPPS3 refers) in Callington to cope with the unsustainable increase in inhabitants. There are also concerns with regard to the lack of recycling facilities and potential flooding issues within the proposed development area.

5. Reports & Information
Following a meeting with Mr Mike Lowe, Tesco planning case officer for Caradon District Council. Cllr Thomas gave a verbal update regarding Mr Lowe’s proposed alternative development sites for Tesco. Mr Lowe was of the opinion that there was a better site closer to the town centre other than off Launceston Road. Cllr Thomas reported that the proposed alternative sites put forward by Mr Lowe were inappropriate or not available.
Chair spoke about the South Hill Road development that is going ahead despite objections raised by the committee and asked that this matter be brought to Full Council requesting that following debate the Council writes the appropriate authorities asking for a moratorium on future housing developments in Callington due to the strains being placed on the health and educational infrastructures
