2. Minutes
The minutes of the meeting of 21st July were approved as a correct record of the meeting and were duly signed by the Chair.
3. Planning Applications
Declarations of interest – Cllr Long declared that as a Cornwall Council Councillor his opinions expressed at Cornwall Council may vary from those expressed at Parish level due to wider considerations and further information. He abstained from voting on all items.
Cllr Thomas and Cllr A Coakley declared a personal interest in item 3(a).
(a) 09/01039/FUL, Land Adjacent to No 35 Beech Road, Construction of two bedsit type apartments and one two bedroom flat. Formation of new vehicular access to highway, Harvey.
Resolved. It was proposed by Cllr Green, seconded by Cllr Mrs Jones and agreed by the majority that the application be recommended for refusal as the site is not suitable for two bedsit type apartments and one two bedroom flat due to the close proximity to a junction and the limited on-site parking that requires reversing onto a junction. It is essential that the County Highways department be consulted.
4. Planning Decisions
a) 08/01418/FUL, Land Pt OS 8249 South Hill Road, Kelly Bray, Construction of 20 affordable dwellings with associated works, Westcountry Housing Assoc. APPROVED on 31st March 2009 with 10 conditions.
5. For Information – Tree Preservation order; Bowling Green
The Town Council has been notified that a Tree Preservation Order 2009 has been served on the developer for the Bowling Green development off Florence Hill/ Skitta Hill. The order was signed on the 22nd July.

6. For Information - Petition to reduce the 40mph speed limit on Station Road, kelly bray to 30mph
Stoke Climsland Parish Council have now considered the petition for a 30mph speed limit extension on Station Road, Kelly Bray and have unanimously agreed to support the petition as presented.

7. For Information – Moratorium On Any Future Large Scale House Building in Callington
Pillaton Parish Council has written a letter supporting Callington Town Council’s proposals for a moratorium on future large scale house building in and around Callington.

8. Report For Decision – Cornwall County Training Partnership; Planning Training
Cornwall County Training Partnership have been asked to facilitate training sessions for all councils on the new criteria surrounding Planning sector. 10 courses of 2 days are being provided right across Cornwall with St Ive being the nearest. Places are strictly limited to one member per council to cover the 213 towns and parishes. There are 9 other venues with varying dates.
Resolved: Proposed by Cllr Long, seconded by Cllr Thomas and unanimously agreed that the matter be deferred until the next Planning Committee meeting; and that in the meantime the Clerk write to Cornwall County Training Partnership to complain with regard to the proposed timings for training as it is unsuitable for the majority of councillors due to work commitments, and suggest that some courses be held in the evenings and weekends.

Resolved. It was proposed by Cllr Mrs Gold, seconded by Cllr A Coakley and unanimously agreed by that no objection be raised subject to the planning officer consulting with immediate neighbours.

5. For Information – Moratorium On Any Future Large Scale House Building in Callington
Stoke Climsland Parish Council has written a letter supporting Callington Town Council’s proposals for a moratorium on future large scale house building in and around Callington.
Calstock Parish Council have now considered the matter and are aware of the Assistant Head of Planning & Regeneration comments (paragraph below) but suggest that it should be for developments of 10 or more houses as identified in their parish plan.
Mr Doyle, the Assistant Head of Planning & Regeneration for Cornwall Council, has responded regarding the pressures on the Health service provision following consultation with the Primary Care Trust and they stated that “Callington Town Council can be assured that it is our intention to continue working together towards maintaining health services in the area and ensuring that the impact of development is properly monitored and managed”.
In consultation with the Education Authority Mr Doyle has stated that “the data clearly illustrates there is no pressure whatsoever on Callington’s educational infrastructure”

This matter was considered at the last Planning Committee meeting (4th August) but deferred to allow the Clerk time to write to expressing the committees disappointment that training was limited to the daytime during weekdays and that only one councillor was permitted from each of the parishes and towns.
Resolved: Proposed by Cllr Mrs Gold, seconded by Cllr Thomas and unanimously agreed that the list of events be passed to Cllr Harriman for his attention and if he is unable to attend that the Clerk write back to Cornwall County Training Partnership to reinforce the complaint with regard to the proposed timings for training as it is unsuitable for the majority of councillors due to work commitments.
There being no further business the meeting was declared closed at 6:40pm
