The minutes of the meeting of 17th March were approved as a correct record of the meeting and were duly signed by the Chair.

Resolved. It was proposed by Cllr Green seconded by Cllr Thomas and unanimously agreed that the application be recommended for approval subject to a site investigation to eliminate or quantify the risk from past mining activity (as recommended on the applicants own mining activity search report)

5. Reports & Information
(a) Memorial Trees Launceston Road.
The presiding chair presented an email on behalf of Cllr Long and after much discussion it was proposed by Cllr Gist seconded by Cllr Green and unanimously agreed that Cllrs Mrs Winfindale and Mrs Jones liaise direct with the Royal British Legion to find a way forward to the problem of re-siting the new memorial trees and then liaise with the town clerk to provide a written response to the relevant Planning Enforcement case officer.
(b) Lady Beam Development . This was to be a Chairs discussion relating to consultation on final designs for new major developments such as the Lady Bream development. As Cllr Long was away for this meeting the issue was deferred to the next meeting.
(c) Southern Road; Pedestrian accessibility. Mr Paul Jarvis has written to this council asking for support to petition County Highways to provide a pavement along Southern Road where currently there is none.
During discussion it was identified that the council had previously petitioned County Highways for a solution to the issue which may have included a shared use cycle path. The town clerk is to investigate the current situation with regard to the previous petition and report back to this committee in June 2009.

Resolved. It was proposed by Cllr Thomas, seconded by Cllr Mrs Jones and unanimously agreed that the application be recommended for approval.
b) 09/00517/FUL, 45 Broadmead. Construction of additional storey to bungalow. Mr Torr.
Resolved. It was proposed by Cllr Thomas, seconded by Cllr Mrs Gold and unanimously agreed that the application be recommended for refusal on the grounds that the design is not in keeping with the surrounding properties and area.

5. For Decision – Moratorium On Any Future Large Scale House Building in Callington
The committee considered and responded to Cllr Long’s proposal to urge that the Planning Department of Cornwall Council, the South West Regional Assembly, and the Minister responsible in Parliament, to hold a moratorium on any future large scale house building in Callington and the surrounding parishes until real improvements have been made to the infrastructure.
Resolved. It was proposed by Cllr Long seconded by Cllr Lumley and unanimously agreed that the council should urge the Planning Department of Cornwall Council, the South West Regional Assembly, and the Minister responsible in Parliament, to hold a moratorium on any future large scale house building in Callington and the surrounding parishes until real improvements have been made to the infrastructure. With schools and health service under serious pressure already, there is a need to have significant improvements to these and other services before any new housing schemes are approved.
