PLANNING COMMITTEE

1.         Apologies were received from Cllr Gold, Cllr A Coakley and Cllr C Thomas and Cllr Long for late arrival.

              Present:  Cllr A Long [in the Chair from item 3b], Cllr R Lumley [Portreeve & Mayor], Cllr Mrs Winfindale from item 3a, Cllr J Gist [in the Chair to item 3a], Cllr M Green

2.         Minutes

            The minutes of the meeting of 16th December 2008 were approved as a correct record of proceedings and duly signed.

 

3.         Planning Applications

              Declarations of interest. Cllr Long declared that as a District Councillor his opinions expressed at District Council may vary from those expressed at Parish level due to wider considerations and further information. He abstained form voting on all items.

              Cllr J Gist declared a prejudicial interest in 3b as he was the applicant. He left the meeting when the recommendation was being considered and voted upon. Cllr Winfindale declared a personal interest in item 3b.

a)  08/02109/FUL, Land adjacent 35 Beech Road, construction of semi detached 2 bedroom starter homes and formation of new vehicular/pedestrian access to highway, Harvey.

Resolved. It was proposed by Cllr Gist, seconded by Cllr Lumley and agreed by the majority that the application be recommended for refusal as the site is not suitable for two dwellings due to the close proximity to a junction and the limited on-site parking that requires reversing onto a junction. It is essential that the County Highways department be consulted.

            b) 08/01672/FUL, 53-54 Fore Street, replacement of windows to front elevation on first & second floors with UPVC. Replacement of windows to rear elevation on first, second and third floors with UPVC, Gist,

Resolved. It was proposed by Cllr Winfindale, seconded by Cllr Green and agreed by the majority that the application be recommended for approval subject to the Conservation Officer being happy with the application.
