2.          Minutes 

                The minutes of the meeting of 6th January 2009 were approved as a correct record of proceedings and duly signed.

 

3.          Clerk’s Report

                a) Fountain – brass plaque [Cllr Gold] to go on next agenda.  

b) Cemetery. In the hard frost one of the old memorials at the cemetery directly to the west of the west end of the chapel had completely shattered. The stone is to commemorate John Colmer who died in 1887.

c) Playbuilder Fund.

The application form for this has been received with about 21 advisory leaflets to download. However this initial application does not look too detailed and it may be possible to get it in by Feb. 20th. We have had designs through from three of the six play equipment manufacturers. Vernon reported that he had had a meeting with another representative who specialised in applications for this fund. There was going to be a consultation with the people attending the film show and Denise would organise this and photograph the event. Vernon thought it was possible to get the application in by the 20th.

d) Chapel. The waterproofing work has been done to the west end of the chapel and the wall itself is much drier, with the carpets drying out, the angle the drainage tubes was cause for concern. The display boards have arrived and the leaflets have now been delivered. If there is any funding left over the Heritage Lottery have given permission for it to be spent improving the heritage centre web site and this work is progressing

e) Probationers We have still not received materials back from the original probationer. Another probationer is booked for eight hours at the end of February and in March, there is plenty of weeding and path tidying they can do.

f) Vandalism. The Clerk reported that there had been vandalism at the cemetery toilets the previous weekend, with pipes ripped off the wall, seat broken, a fire lit in the sink and tyre marks up the walls, this had been reported as a crime.

This weekend all the new stainless steel toilet holders had been ripped off the walls and stamped on, Roger had managed to reshape two of them and put back two old rusty ones. The railings at the top of the skatepark mound had also been smashed.

g) Composting. The Town Clerk had arranged presentation by Mr Simpson had been arranged for the March OS meeting.

h) Boxer Van. The van had been to Truscotts to have power loss fixed and it had an annual service check.

 


 

4.          Matters for Decision

                a) Purchase of fitness equipment.

                The CEO was pleased to report that the Callington Rotary had kindly agreed to donate £400 to add to the £4750 we already had for fitness equipment. The CEO had got the quote down to below £5000 and had also submitted another grant application to the County Councillor Area Fund for money for another piece of equipment, Cllr Mrs Nettle confirmed we would receive £1000. It would now be possible to order four pieces of fitness equipment for Launceston Road. Letters of thanks would go to the Rotary and Cllr Nettle.

                b) Review of Christmas functions and actions for 2009

                Cllr Winfindale now had a spread sheet detailing everything that needed to be done. She would  have a meeting with the Senior Groundsman and the office staff  and bring this subject back to the March meeting.

                c) Scaffolding tower. Whether to replace or hire. The CEO reported that the Senior Groundsman had suggested that we should purchase a new scaffolding tower that complied with regulations, as guidelines now indicated that workmen should not work from the top of a ladder. However the only cost he had come up with so far was in excess of £3200 and the Clerk had asked him to find a more reasonable quotation for this. The Councillors suggested that hire only was the solution for the time being and it should not cost more than about £50 per day. Cllr Long suggested that it was checked that any scaffolding hired should have toe boards and hand rails at the correct height.

               

5.          Five Year Review

                a) Any actions to be taken arising from the review.

                The retiring CEO had compiled a list of all the achievements of the last five years [as follows]. It was agreed that the Chair would select five items from the pending list for the Clerk to put on each of the forthcoming agendas.

 

6.          Finance

                a) Receipt of accounts to date.  The summary of the accounts to the end of January was received.

Kelly Bray bus shelter was mentioned but this was not owned by the Council.

Five Year Summary  2004-2007

        2007         Launceston Park grant bid of £86.000 installation through spring and summer

        2007         Chapel fire 4th March, project to rebuilt commenced immediately

        2007         Cemetery dustbin area built, [still too far for some to walk but water will be there soon]

Removal of flower beds Saltash. [Does this really need doing? I know there is some subsidence but a bit of cement, a tidy up, paint on walls? and some replanting??]

Blocking an entrance at workshop to increase security and provide extra storage and  improving storage areas by increasing heights of bays and putting roof on. In 2005 agreed this could be done when other work on list completed.

Compost bins, chipping and recycling 2006. Grant for this purpose not proceeded with due to concerns about time the ‘public’ bit would take. Area still needs organising and compost bins built.

Work gear with logos. We did look at this but we can’t remember why we didn’t go ahead with it, possibly costs?
