                The minutes of the meeting of 7th July 2009 were approved as a correct record of proceedings and duly signed.

4.         For Information – Litter Collections & Litter Bins

The Finance and General Purpose Committee considered this committee’s request to introduce a weekend litter collection in Saltash Road Recreation Ground and Launceston Road Playing Field for the remaining summer periods. It was agreed that this could process with the Clerk having delegated authority to decide the end date of this summer’s scheme.

 

With regard to closed top litter bins it is the Clerks intention to bring this matter back to committee for decision when they consider new proposals for the redevelopment of Saltash Road Recreation Area.

5.         For Information – Saltash Road Children’s Consultation

 

Twenty two children have signed up to attend the consultation play event which is being held in the Town Hall on Wednesday 12th August (2 pm to 4pm).

 

Thirty eight of the initial questionnaires have been returned so far.

 

A school painting/drawing/model making competition will be held in September with Callington Primary School and possibly year 7 of Callington Community College.

6.         For Decision – Dog Control

 

The matter of dog control within the cemetery on Liskeard Road was brought up by Mr Stevens at the Full Council meeting held on Tuesday 23 June 2009 and has been brought to this committee’s attention at the first available meeting. Mr Stevens asked if something could be done to improve the situation with regard to dogs being let loose to run around the cemetery.

Mrs Winfindale spoke about it being an ongoing problem and was not just isolated to the cemetery and suggested that the matter of dog control in Open Spaces should be revisited. Cllr Gist concurred with this and asked for the matter to be fully debated at the earliest opportunity.

There was extensive discussion over the issue of dog waste and the lack of dog control throughout Callington and how poorly the former Caradon district had been served in comparison to North Cornwall which covered a small part of Kelly Bray.

Resolved: Proposed by Cllr Long, seconded by Cllr A Coakley and unanimously agreed that the Clerk contact Cornwall Council asking them why there is disparity from district to district (as the former East Cornwall area was poorly served) over the provision of dog waste bins and access dog control wardens? And that the clerk investigates the cost of the Town Council providing dog waste bins, controlled disposal of dog faeces and training to carry out dog warden duties before bringing this matter back to committee for debate. In the meantime the Callington News is to be used to promote greater awareness with the public.

Although it was recognised that a number of dog related signs had been renewed over the winter period and are clearly displayed on the relevant gateways to park areas it was decided:

Resolved: Proposed by Cllr Ellard, seconded by Cllr Long and unanimously agreed that the Clerk caries out an audit of dog control signage and the relevant control orders; and investigates the costs of additional signage before bringing the matter back to committee for debate.

 

 

There being no further business the meeting was declared closed at 8:20pm
